Define incentives to end users for reference architectures and usage of Insights

As discussed in the private meeting of 11/08, we would like to set with the CNCF incentives for end users to participate and contribute in multiple areas.

Specifically, we could define those as part of the end user contributor program for:
* Contributions of new reference architectures, as it takes effort and coordination to publish those
* Usage and feedback on insights about project adoption and project health

To be coordinated with the CNCF staff working on the contributor program.
