Define and document TAB member role, responsibilities and time commitment expectations

The [End User Technical Advisory Board (TAB)](https://www.cncf.io/people/end-user-technical-advisory-board/) serves as the voice of the end user community to ensure that the needs and perspectives of end users are represented effectively in CNCF community decisions.

In 2024, the responsibilities of the TAB have included reviewing and approving publication of end user reference architectures, building a process to provide feedback to CNCF projects and defining a mechanism to convey gaps and end user priorities to CNCF projects.

As we chalk out TAB priorities for 2025, defining and documenting TAB member responsibilities and expected time commitment from each member will be key in delivering valuable results and enabling more end users to participate in the larger CNCF ecosystem.
