Display event times in logged-in user's preferred timezone

### Summary
Display event times on the public event page in the logged-in user's preferred timezone if they have one configured in their profile.

### The Problem
Currently, event times only show the event's configured timezone. Since users are from different timezones, it would be good to show the time in the user's preferred timezone if they have set it in their profile.
