Description

Historically, CNCF has vetted organizers through a GitHub issue process, which is also time consuming.

Now that organizers can add other team members by themselves, CNCF needs to ensure that organizers must hold a majority vote for a person to be added, in case communication with the entire team does not happen (has occured many times).
* To help solve for this, we also require that each organizer has taken the [Inclusive Open Source Community Orientation (LFC102) course](https://training.linuxfoundation.org/training/inclusive-open-source-community-orientation-lfc102/) which we are hoping can be a check-box via LFX since people are required to log in with that profile.

Also, removing a team member should not be allowed by organizers, but only by community groups admins such as Helena Spease and myself. This will remain a GitHub issue process.
