Maintainer UX improvements

Create a maintainer popup that collates key details across systems we interact with so that when end-users mouseover a maintainer's GitHub tag in the maintainer.yaml file you can see their name and other relevent details similar to what happens on GitHub so that it is easier to read the maintainers.yaml file on the dot-project page.

This will be similar to the how the GitHub Profile popup works but will also reference profile pages on openprofile.dev, maintainer-d and FOSSA.
