Create a way of adding a new project that has not being onboarded through the sandbox

To date maintainer-d has worked off of the established CNCF Sandbox onboarding procedures to import new projects into its database by addind project data using data mined from the sandnbox.cncf.io/issues picking sandbox onboarding issues via gh searches that filtered out issues on that repo that

There are exceptions to this onboarding via the sandbox pathway; sometimes a project is migrated over from another foundation (TektonCD has moved to the CNCF from the CD Foundation and is bypassing the Sandbox for example)

In addition to alternative pathway's into the CNCF and we now we have .project repos that store project metadata.

Create an alternative process pathway that uses .project repos metadat instead of relying solely on Sanbox Onboarding Issues.
