Description

We have been discussing Project Toolbox in a number of meetings over the last year. The TOC is ready to begin the implementation of Project Toolbox.

For your awareness: [The Project Toolbox Implementation and Governance Guide](https://docs.google.com/document/d/16kfW5Xzo_Sipkwxwa_0sDWFQNWs9WV_qoBkpdstEhWM/edit?tab=t.0#heading=h.vuemfdubw43a)

> What is the CNCF Toolbox?

> The CNCF Toolbox is a dedicated home for cloud native projects that act as vital utilities, libraries, or specific tools within the ecosystem. Unlike the Graduated path, which often implies a broad platform scope and aggressive community growth, the Toolbox is designed for projects that do one thing and do it well.
> Structurally, the CNCF Toolbox exists as a single, umbrella Project within the CNCF. Individual tools join as sub-projects under this umbrella. This Federated model allows smaller projects to share governance overhead while retaining their technical independence.

Next:
- TAG Chairs and Technical Leads will be asked to help identify candidate projects for this initiative
- The CNCF Projects team will help with trademarks, naming, and project bootstrapping

Research direction

Start with the Project Toolbox Implementation and Governance Guide linked in the issue, then review the listed next steps for TAG chairs, technical leads, and the CNCF Projects team. The issue does not identify implementation files, tests, or a concrete completion criterion; done would require a defined project structure and bootstrapping plan.

Written by the indexing model from the issue text.
