Description

# This issue is to initiate a new l10n Team

See https://github.com/cncf/glossary/blob/main/LOCALIZATION.md for basic requirements for a new l10n team.

I've read the basic requirements and I know one member does not fulfill the basic requirements, so if someone is an Hebrew speaker and would like to join me, hit me up!

Also I would like to know if it's possible to handle RTL and not just LTR written languages.

If you're interested let me know.

Research direction

Read LOCALIZATION.md for the requirements for a Hebrew l10n team, then review the proposed dev-he branch, CODEOWNERS updates, and language label. Done means the Hebrew team has the required volunteers and the listed repository setup is completed, including confirmation that RTL support is handled.
