Description

In [another thread](https://github.com/kubernetes/website/issues/45175) there is discussion around "installing" a bot to help with translations in a project's documentation. However, some major questions have come up.

If a Bot submits a pull request with a translation, who owns the copyright?
- The bot?
- The owner(s) of the bot?
- The person(s) who installed/configured the bot?
- The person(s) who wrote the original documentation?
- Or the person(s) who approves/merges the PR?

How does this change given a repository's LICENSE? (Mainly thinking CC4.0 vs Apache 2.0)
