ADR 0001 (`adr/0001-site-ownership-and-cutover-path.md`, merged via #54) documents three options for the site's long-term home — donate to the `cncf` org (A), transfer to a dedicated org (B), or stay personal with CNCF blessing (C) — but its status is still **Proposed** with no decision recorded. Issue #46 tracks the decision but has zero comments. Everything downstream is blocked on it: DNS cutover to endusers.cncf.io (Phase 3), the launch plan (#90), and the LICENSE prerequisite work (#89) only matters once a target home is chosen.

## Rationale

- A Proposed ADR with no decision date is a silent stall: Phase 0/1 work proceeds, but the strategic question that determines *where* the site lands remains open.
- The decision is cheap to make now (the ADR already lays out options and trade-offs) and expensive to make later (after Phase 1 content investment, a transfer means re-pointing CI, DNS, and inbound links).
- Launch planning (#90) cannot define announcement channels or success metrics without knowing whether the site launches as a CNCF property or a personal staging site.

## Proposed Next Step

Pick a decision date (suggest: before Phase 1 closes) and record the choice in ADR 0001 by flipping its status to **Accepted** with the chosen option. If input from CNCF/TAB is needed, open that conversation now — it has the longest lead time of any Phase 2/3 item.
