Issue #46 tracks the decision but has zero comments. Everything downstream is blocked on it: DNS cutover to endusers.cncf.io (Phase 3), the launch plan (#90), and the LICENSE prerequisite work (#89) only matters once a target home is chosen.

## Rationale

- A Proposed ADR with no decision date is a silent stall: Phase 0/1 work proceeds, but the strategic question that determines *where* the site lands remains open.
