`data/metrics.json` was generated 2026-07-27 and is now 12 days stale. No workflow refreshes it: the four active workflows are deploy-gh-pages, import-architectures, pdf, and refresh-community-people — none touches metrics. ROADMAP.md Phase 1 calls for "scheduled refresh of data/metrics.json with validation gating the build"; neither half exists.

## Rationale

"Data over prose" is a ROADMAP guiding principle — metrics are a core pillar of the site's value proposition. A metrics page showing silently-stale data undermines the "Verified facts" principle worse than showing no data. This is also the natural first consumer of the automerge-eligible "generated-data refreshes" class in GOVERNANCE.md.

## Proposed Next Step

Add a scheduled `refresh-metrics.yml` workflow that regenerates metrics.json from cncf/landscape + cncf/architecture, runs the existing `validate:*` checks, and opens a PR (automerge candidate per GOVERNANCE.md). Acceptance: metrics.json generatedAt is never more than 48h old, and a failed validation blocks the deploy.
