Global OTel Nights

For quite some time now, I organize OTel Night here in Berlin in my capacity as CNCF Ambassador, driven by my role in the OTel community. It's a nice, small, local event that serves as a place for practitioners to share their challenges and solutions when it comes to the adoption of OTel.

A few weeks ago, I helped organize an "OTel Night Berlin, Sao Paulo edition" (in an whole afternoon!) and that was a success as well. After that, I've been approached by people in other places asking if their cities could also have the same.

This issue here is a starting point for a global OTel Night effort, with the first editions tentatively being: Amsterdam in May, New York in June. We've seen interest from people in the Bay area and Paris as well, but I'd prefer to start with one or two events and establish the patterns before we scale.

I wanted to record somewhere some of the rules that I'm adopting for OTel Night, and which I would like to have as general guidelines for future events:

- No vendor pitches -- we follow KubeCon rules for the format of the presentations: content should not be a vendor pitch. What's been presented should either be reproducible with open source tools or should be concepts that people can apply without having to pay a vendor
- Hosted by users, presented by users -- as a general rule, hosts and presenters should be from end-users, not vendors. Exceptions are possible on a case-by-case basis
- When there's a vendor presenting (again, no product pitches), we try to have two vendors presenting, both on the same topic. For instance, when a vendor active in the eBPF space presented, we had another vendor presenting something else also about eBPF as a counter-point
- Organizers don't present -- same as above: exceptions are possible on a case-by-case basis
- OTel centric -- it's an OTel event

This is to make sure the content is relevant to the _audience_, and not used as a platform for people to pitch their products.

I discussed the idea of global OTel Nights with the OTel Governance Committee on today's call and there were no objections. I talked about this with @juliafmorgado and @AudMonte01 during KubeCon last week, with Julia offering help to organize the NYC one.

Something else that worked both in Berlin and Sao Paulo: we organized the events as part of the local Cloud Native chapters. So, part of this issue is to figure out how to organize OTel Night in different locations without having to have OTel people as organizers in all of those locations. Perhaps a set of OTel people could be temporarily added to the chapters?

@AudMonte01, I'm not sure where/how this should be included in this repo, I'd need your help in figuring out the mechanics.
