Description
Packet supports a max of 12 VLANs on a project. Deploy should fail if more than 12 VLANs are requested.
- [ ] Ruby API client should exit and return a failure message if Packet returns and error saying there are no more VLANs available
- [ ] Ansible code should fail if no more VLANs are available
