Set max as-of data possible to select for cases/deaths in dashboard

Description
Since cases and deaths predictions are no longer being updated, the dashboard shouldn't keep using the current week as the default as-of date. Cases and deaths selections in the dashboard should only have as-of choices up to the date the truth data from JHU is available for (mid-March 2023).
