Description
[This line](https://github.com/cmu-delphi/exploration-tooling/blob/6d91c9c04eb565c0987dc573a2a9c084f1d5a95f/scripts/covid_hosp_explore.R#L503) seems like it should be performed grouped by time_value only, time time_value and HHS Region (that is, separately from preparing the regional aggregation, then recombined somehow using a join or whatever).
