Description
Scaling by baseline was meant to help visualization but not change the metric. So we should instead (at least provide the option to) show mean WIS of forecaster A / mean WIS of baseline forecaster, not mean of (WIS of forecaster A / WIS of baseline forecaster). Latter corresponds to a different metric that has not been favored.
