Description
This issue includes the implementations discussed in the Tooling/Forecasting meetings as future work for the upcoming season.
- Quantile calibration. This involves collecting all the historic forecasts we've had over a certain period and then implementing this calibration method. Some notes [here](https://www.stat.berkeley.edu/~ryantibs/statlearn-s23/lectures/calibration.pdf).
- Adjust the forecast to account for the decoupling between COVID cases and hospitalisations.
