## Description of the bug
If I keep a synthesis paper the terminal spawns from a clearance upgrade, I can use it for relating. However, if I take this paper without copying it in a printer and shove it into the terminal, it loses its relatability.

## What's the difference with what should have happened?
The paper should still be relatable after storing it in the database.

## How do we reproduce this bug?
1) Upgrade clearance
2) Immediately submit new synthesis to terminal
3) Print paper from terminal, no longer relatable.
