See title. There simply isnt a progress indicator as is the case with pretty much every other timed task in the game.

## What's the difference with what should have happened?
There should be a progress indicator for welding disposal tubes into place, this is the case for nearly every other timed action, including unwrenching atmospheric tubes.

## How do we reproduce this bug?
Weld a disposal tube under a tile shipside.
Find it gives you progress text but no spinning blue progress indicator.
