Both IO's can become SL's somehow.

## What's the difference with what should have happened?
it should only let one io to be a sl

## How do we reproduce this bug?
Assign intelligence officers as ASL and both will become ASL.

- Note: Tried to fix it in-round with varedit, did not work. Both had SL icon and tracker did not work.
