Surv turret jima flag lets cas do target missions on surv jima flags

## What's the difference with what should have happened?
Should not let you tarrget Jima flags that are surv owned

## How do we reproduce this bug?
1) Find a jima flag as surv
2) place it down
3) watch as xenos get CASED at your surv hold
