### Description of the bug

Turing machine unable to dispense Oxycodone and Ethanol, common, widely available chem reagents. Ethanol is in the chem dispenser, and has no chem_class, oxycodone is found in the med dispenser along, bicardine, tramadol, and dexalin in infinite amounts but is the only such bottle med chem that is chem_class_uncommon. The turing machine can only dispense chems with chem_class basic or common.

### What's the difference with what should have happened?

The turing dispenser should be able to dispense Oxycodone and Ethanol as they are readily available. Ethanol is the only chem dispenser chem that turing cannot produce. And oxycodone is the only med dispenser chem the turing cannot produce.

### How do we reproduce this bug?

1. Load vial box with 1 vial of either Oxycodone or Ethanol
2. Run turing machine with either smartlink off or no Oxycodone or Ethanol in smart fridge network
3. Observe the turing stop and declare the chemical not found
4. repeat with untested chem
