## Description of the bug
The role "Honor Guard Weapons Specialist" doesn't spawn at all despite being a role option in role preferences

## What's the difference with what should have happened?
When I roll with just the Honor guard spec on High, I should either get it or not get it and see someone else with it on the crew manifest.

## How do we reproduce this bug?
Load up WO
Set Honor Guard Spec to High
Start the round
Notice it keeps you in the lobby
