A overwatch console in the responders area can showcase the players doing the req tutorial.

### What's the difference with what should have happened?

Not seeing a tutorial spawn area from OW consoles.

1. Use a overwatch console (Not the ones in CIC)
2. Have someone doing a tutorial with a helmet on.
3. Watch them
