### Description of the bug

Anchorpoint Technical Specialist, despite having a radiopack, can only do 1-way calls. They cannot receive calls for some reason when spawned in - and do not show up in the Marine tab while any other Marine including cryo reinforcements do.

### What's the difference with what should have happened?

Upon spawn in the Anchorpoint ERT Technical Specialist should be able to receive calls on their freq since they are in AO.

### How do we reproduce this bug?

1. Anchorpoint ERT spawns in
2. Attempt to call Anchorpoint ERT Technical Specialist radiopack from any phone device
3. Unable to find Anchorpoint ERT Technical Specialist
...
