### Description of the bug

The noise that it makes to a squad when an SO announces to a squad is crazy loud compared to all other volumes. Wasn't this way before. It's triple the noise of guns and double the volume of the sound you hear when an admin messages you. I ahelped it and was told to bug report it.

### What's the difference with what should have happened?

Should be normal volume or no louder than a CO's announcement.

### How do we reproduce this bug?

1. Announce to squad as an SO (or any command). The one that makes the beeping noises.
