### Description of the bug

Using the verb Toggle-Remote-Control you can do different stuff such as toggling modes on the APC's by opening the interface on them and then changing status on things to off/on.

However, the APC needs to be unlocked first to make any changes.

I believe this was broken when TGUI was implemented for it.

Tldr. make Toggle-Remote-Control bypass the requirement to unlock the interface.

### What's the difference with what should have happened?

You should be able to change things with the admin verb without unlocking it first.

### How do we reproduce this bug?

1. Toggle-Remote-Control
2. Click on APC's
3. Attempt to toggle things and be hindered by it being locked.
