Turing Machine: Not respecting cycles field

### Description of the bug

the Turing Machine does not respect whatever is set in the max cycles field and just runs on repeat

### What's the difference with what should have happened?

the Turing should run for the set number of cycles then stop

### How do we reproduce this bug?

1. insert a vial box with any combination of chemicals inside
2. set turing to output to smartfridge or insert a bluespace/janitor bucket
3. adjust the max cycles
4. run program, the turing will ignore whatever was set
