### Description of the bug
Remember #3111 that said it fixes survivors from talking to marines? It doesn't, it is addressing some completely other thing.
The fact is, you cannot use radios on the planet before comms are set up by Marines. Don't believe me? Test it yourself!
HOWEVER, there **is** a way you can mess with it. Once you get into a vehicle, you automatically are on the same level as the marines, bypassing this restriction. But wait, it gets worse.
Since you are on a different Z level, you now cannot hear handheld bound radios. So survivors outside of the vehicles cannot hear survivors on the inside. Yikes.

### What's the difference with what should have happened?
You should NOT get full tcomms access by being in a vehicle. You should get no comm differences, and you should not suddenly hear frequencies that you otherwise wouldn't just because you are in a vehicle(cough cough, Z level)
You should NOT be unable to hear someone a few feet(or a few dozen feet) from you just because you entered a vehicle. You should be able to use station bound radios just fine despite being in a vehicle or not.
### How do we reproduce this bug?
1. Add ANY RADIO KEY AT ALL to a survivor.
2. Spawn as the survivor.
3. Radio. You can't.
4. Try to fix comms, then radio. You can't.
5. Get in a vehicle, radio. You can.
6. Have your friend wait outside and enable his local radio.
7. Stay in the vehicle, local radio your friend. They can't hear you.
8. Have your friend local radio you, you can't hear them.
