## Description of the bug
CAS protection layer keeps getting re-enabled without any input on my side other than opening the map. It was a bug a while ago, that was eventually solved, but now it's reappeared

## What's the difference with what should have happened?
Overlay shouldn't toggle on without me toggling it on.

## How do we reproduce this bug?
0?) Join live server? (maybe doesn't bug out on local)
1) Open map.
2) There is CAS protection layer.
3) Disable the layer (need to click it twice because the game thinks you have no layer on).
4) Re-open map again.
5) There is CAS protection layer again.
