## Description of the bug
If Toggle Being Able to Hurt Yourself is set to false your cannot extinguisher yourself on harm intent, you just get the message you "You have the discipline not to hurt yourself." This may be related to: #10414: 'Port: Harm Intent uses Auto-Fire instead of PB'

## What's the difference with what should have happened?
You should be able to fire extinguish yourself.

## How do we reproduce this bug?
1) Have "Toggle Being Able to Hurt Yourself" set to false
2) Be in harm intent
3) Try to extinguish yourself
