The CB cannot send the CL's pod without evac being called. All the button are grayed out.

## What's the difference with what should have happened?
The CB should be able to send the CL's pod without evac being called in case they did not spawn or are dead.

## How do we reproduce this bug?
1) Be CB
2) Try to send the CL's shuttle without evac being called
