Title

## What's the difference with what should have happened?
Not title - I shouldn't get the HUD when I'm observing someone who's overwatching

## How do we reproduce this bug?
1) Be SO
2) Watch someone on terminal
3) Be ghost
4) Ghost watch someone who's on a terminal watching someone
5) You see "LCPL JOHN" in the upper left and their status
