the medical change PR to how chems interact with marines also made cigarettes from 15U to 60U containers

## What's the difference with what should have happened?
a cig would only hold 15U each

## How do we reproduce this bug?
drain the 50U nicotine from the cig, then add a 60U bicard bottle, using a syringe.
