## Description of the bug
When attempting to fill a tank with the smoke incinerator tank, it fails. You can only fill the smoke tanks with "regular fuel chemicals" now. Most likely to do with the new Medical Rework.

## What's the difference with what should have happened?
Previously, you could fill a smoke tank with anything, given that it was not mixed with another chemical. Now, it doesn't work anymore, so you can not put anything fun into the tanks (such as: Sulphuric Acid, or Copper Sulfate).

## How do we reproduce this bug?
1) Go to any tank filled with a chemical that has not got flame properties.
2) Try to fill the tank.
3) Realize you can't, cry, grief, regret.
