Hotkeys don't work when using Modifiers like Shift/Alt that change the modify the key aswell

Title
I.E. Shift + 1 comes out as Shift + !
Or Shift + ' comes out as Shift + @
I presume it's recording the ending combination and not the parts that make it up. Cause if you're quick enough you can do
Shift + ' instead of Shift + @ But It still wont work as hotkey.

Should do the worky and say your custom thing

1. Make a custom hotkey with a Modifier of some type
2. Wonder why it no worky
