can't view round-end stats if you connect after the round has a winner

### Description of the bug

you can't view round-end stats if you connect after the round is decided. even if you were playing in the round previously. the icon doesn't appear, and even doing a manual view-end-round-statistics command in the action bar doesn't work.

### What's the difference with what should have happened?

icon should appear for all and work for all.

### How do we reproduce this bug?

1. be disconnected from the game.
2. wait until "Round Completed Round XXXXX completed!" appears in last round chat, but before "Mission Red-Saber (Round XXXXX) completed!" appears in new round alert channel on discord. (around a 5 minute window)
3. now connect to the game and try to view stats before the server restarts
4. you can't
