### Description of the bug

The groundside operations console had an appearance from the Solar Devils and a Runner. This appeared at round start.

### What's the difference with what should have happened?

The Solar Devils shouldn't be overwatchable at round start and no recruiter, no matter how desperate they are to meet quota, should be enlisting xenos.

### How do we reproduce this bug?

1. Spawn on Cape River.
2. Go to the Groundside Operations Console.
3. Notice you can overwatch the Solar Devils.
4. Discover they allow xenos to enlist in the marines.
5. Learn you are in the darkest timeline.
