## Description of the bug
The new tacmap window is shifted into other free-form windows when queen is not on OVI. It covers the purchase strain window and the hive status window when the tacmap is not available.
## What's the difference with what should have happened?
The UIs should not overlap, making one un-usable for it's intended purpose and the tacmap should not be fully available when queen is not on ovi.
## How do we reproduce this bug?
1) Have the hive status window open and the tacmap window open.
2) Refresh the tacmap window as queen is leaving OVI (either refresh TGUI or open/close)
3) close and reopen the hive status or open the purchase strain UI
This is generally what happened. My apsect ratio is 21:9 if that helps.
