### Description of the bug

Try using the spotter 'spot target' feature with the spotter binoculars, or the sniper aimed shot on a queen, the sprite appears under her. Sometimes the line doesn't draw as well.

spotter/sniper crosshairs should draw over the queen

### How do we reproduce this bug?

1.spot the queen with spotter binoculars or sniper skill
2.icon gets drawn under queen instead of above
