Description
ImportUser logic has O(n**2) performance with the --all flag, due to processing the entire list of users once per each user. This degrades performance of large user imports, with imports of about 3000 users taking 1 second/user.

Research direction
Start with cmscontrib/ImportUser.py and trace the --all path that processes the full user list for each user. Confirm the current behavior with a large import, then make the processing no longer O(n**2); done means large imports are substantially faster than the reported one second per user.
