Description
New versions of SA seems to be more picky with Unicode. I noticed this problem with cmsImportDataset, but it seems to be widespread.
/root/.local/lib/python2.7/site-packages/sqlalchemy/sql/sqltypes.py:185: SAWarning: Unicode type received non-unicode bind param value 'foo'. (this warning may be suppressed after 10 occurrences)
(util.ellipses_string(value),))

Research direction
The report identifies cmsImportDataset and SQLAlchemy's sqltypes.py warning; start by reproducing the warning there and tracing the values passed into the database operation. Check whether the behavior occurs beyond this importer, then verify that the affected paths no longer emit the reported Unicode warning.
