When admins change SubmissionFormatElements, File still references the old name

Description
The reference between File (in a submission) and the SubmissionFormatElement it refers to is weak at the moment (i.e., no foreign key relationship). If an admin change the SFE, the File will still contain the reference to the old SFE's name.
