Visibility of announcements in USACO-style contests

Description
Currently, in USACO-style contests, all announcements are visible (even if I haven't started my time window yet). Is this the correct behavior? Announcements could give away hints on tasks' statements, so they should be invisible to those who didn't start their time window yet.
