Description
- https://github.com/cloudstruct/terraform-cloud-userdata-launcher expects a variable input for the S3 bucket from which to pull the `bootstrap.sh` launcher for cloud-init to execute
- This issue is to create that bucket via the S3 handling in this repo and pass it into that module when its ready
