Transformer Request: Babel

MVP:
- Parse/transform with babel
- Allow setting up parsing options to TS, flow, JSX, etc. can be parsed
- Allow using any of the pre-chosen plugins and configure them:
- `@babel/plugin-transform-react-jsx`
- `@babel/plugin-transform-typescript`
- `@babel/plugin-transform-flow-strip-types`
- When you use a plugin it should be lazily loaded
- The pre-chosen plugins should be loaded as minified, pre-built files. These files should be stored in the repo because most of the time it does not make sense to re-build them.

Eventually:
- Load any babel plugin from npm, build them in the browser and cache in SW?
- Write custom babel plugins within code-transform-sandbox (like ASTExplorer)?
