[Feature Request] Hot Swapping of bundles for Java applications

What's the user value of this feature request?
I am working on a complex project where I have to build multiple bundle across git repo to create an assembly to deploy. Hot swapping will help in just building a specific bundle and swap it in currently running application. Will save a lot of time.

As of the GA of the v7 CLI, the v6 line is no longer under active development and will be updated only to patch CVEs or fix severe blocking defects with no workarounds.

No files, tests, or entry points are named. Start by clarifying which CLI version and bundle or assembly workflow are in scope, then determine how Java, Spring Boot, or Tomcat hot swapping should integrate with the Cloud Foundry CLI. Done would require an agreed design, implementation scope, and verification path.
