Description

There is no API similar to CLI to create network policy between application across space and organization.

Below is an example of the CLI to do the same:
cf add-network-policy TestApplication --destination-app Gateway-test -s A.02_Test -o CloudIoT --protocol tcp --port 8080

This request is being opened after discussion on the java-client slack channel.

Research direction

Start by locating the Java client APIs corresponding to the CLI command cf add-network-policy and review any related tests or network-policy entry points. The issue provides no file or test names, so first determine how application, space, and organization targets are represented. Done means an API can create the cross-space and cross-organization policy with protocol and port options shown in the example.
