Research direction

Start by reviewing the linked bosh-utils system/exec_cmd_runner.go reference and the related BOSH Lite setup discussion. Trace how the bosh CLI handles the create-env parameter and identify the Windows-specific gap. Done means create-env is supported on Windows sufficiently for the described BOSH Lite setup, with relevant validation or tests identified.
