Allow tests to use invalid or self-signed TLS certs

Obviously this should be for testing only, but the WPT test server generates lots of self-signed certs for tests. It would be a huge amount of work to plumb these certs through to the wd-test framework. It would be easier if we could just say that "this is a test where you shouldn't validate certs"
